Natural Resources

The House Committee on Natural Resources’ section of the One Big Beautiful Bill Act saves taxpayers $20 billion, unleashes American energy dominance, ensures affordable energy for American families, and creates jobs across the country.

Here is what stakeholders are saying:

Alaska Forest Association, Tessa Axelson, Executive Director: “This letter is provided to indicate the Alaska Forest Association’s (AFA’s) support for the House Natural Resources Committee’s Reconciliation Committee Print released on May 1, 2025…The Reconciliation Bill you have released provides both the direction to the USFS to deliver the supply guaranteed in the 2016 Plan, and the opportunity for longer-term sales. This will allow our operators to invest in new equipment, enter longer-term contracts with existing and new customers, and expand their operations which in turn supports more local, rural jobs that pay a year-round living wage.”

Alaska Miners Association, Deantha Skibinski, Executive Director: “The Alaska Miners Association (AMA) writes in strong support of several sections contained in the House Natural Resources reconciliation package released this week…With regards to mining in Alaska, we strongly support Section 80132, on the Ambler Road in Alaska. The recission of the Biden Administration’s record of decision (ROD), and replacement with the 2020 ROD, is the moral and legal thing to do…Because a healthy mining industry in Alaska is boosted by a healthy oil and gas industry in Alaska, AMA is also very supportive of Sections 80121, on leasing of the Coastal Plain in the Arctic National Wildlife Refuge (ANWR), and 80122, which returns a responsible energy leasing program for the National Petroleum Reserve-Alaska…Finally, AMA wishes to express support for Section 80151, which allows a project sponsor or permittee to pay fees toward the costs of their agency regulation and preparation of National EnvironmentalPolicy Act (NEPA) processes.”

Alaska Oil and Gas Association, Kara Moriarty, President and Chief Executive Officer: “The Alaska Oil and Gas Association (AOGA) writes to express support for the oil and gas provisions included in the budget reconciliation package under consideration by the Committee, particularly those sections specific to Alaska. These provisions represent steps toward restoring responsible energy development and regulatory certainty in the state, while also reaffirming Alaska’s role in America’s energy future.”

limited to access by the mining companies, local communities and residents for shipping goods, supplies, and fuel, as well as emergency medivacs…”

Duncan, President: “On behalf of the American Battlefield Trust, a national nonpartisan, nonprofit organization dedicated to the preservation of our nation’s historic battlefields, I want to express our strong support of federal funding for America’s 250th birthday and the 250th anniversary of the American Revolution and the Declaration of Independence.”

American Coal Council, Emily Arthun, Chief Executive Officer: “The American Coal Council (ACC) is writing in support of the reconciliation text presented by the House Committee on Natural Resources supporting American mining, specifically coal. Americans for Prosperity, Brent Gardner, Chief Government Affairs Officer: “On behalf of Americans for Prosperity grassroots activists across the country, we applaud your efforts to utilize the reconciliation process to deliver a policy of energy abundance for the American people. Now more than ever, the country is at a juncture where it must ensure energy security, ease of permitting, and reliability for Federal lands and waters. For the past 50 years, there has been a trend away from wealth-generating activities in favor of inactivity and complacency. However, the House Natural Resources Committee’s reconciliation markup presents an opportunity to reverse this trend and make significant progress for the future.”

Better in Our Backyard, Ryan Sistad, Executive Director: “On behalf of Better In Our Back Yard, I am writing in strong support of Section 80131, Superior National Forest Lands in Minnesota, of the House Natural Resources reconciliation package released this week. As the House Committee on Natural Resources reviews Title VIII- Committee on Natural Resources Subtitles A-C we desire to give our support of the Committee's work and approval of Title VIII. Of great interest to the Lincoln County Commissioners is Subtitle C - Federal Lands which specifically requires the prohibition of the implementation of the Rock Springs and Buffalo, Wyoming RMPs (Sections 80301 and 80302 respectively).”

We applaud the inclusion of provisions that provide a predictable leasing schedule and terms that recognize advancements in production technology that enable downhole commingling in the Gulf of America.”

Campbell County Wyoming Board of Commissioners, Kelley McCreery, Chairman: “As the House Natural Resource Committee undertakes the mark up of the Reconciliation Bill, the County fully supports yours and the Committee's efforts to ‘Prohibit the Implementation of the Buffalo Wyoming Field Office Resource Management Plan’ [Sec 80302] specific to a ‘no future coal leasing’ decision. We must strive towards a durable solution to these fallacious decisions by the Biden Administration that are based more on political agendas versus the need to maintain our national security of which reliable, affordable energy is a basic necessity for every citizen living in the United States.”

The GEA strongly supports Congressionally mandated lease sales to end the lurching effect this industry felt under the Biden Administration from little to no lease sales being

offered. The Reconciliation Package is a necessary reversal of the destructive policies of the prior administration and will allow the country to claim its destiny of energy dominance.”
