Complete Consideration of H.Res. 6 – Intervention in Affordable Care Act Litigation
Title III of H. Res. 6 authorizes the Speaker, on behalf of the House, to intervene, otherwise appear, or take any other steps, in the case Texas v. United States, No. 4:18-cv-00167-O (N.D. Tex.), in any appellate proceedings arising from such case. In addition, Title III authorizes the Speaker, in consultation with the Bipartisan Legal Advisory Group, to intervene, otherwise appear, or take any other steps in any other cases involving the Patient Protection and Affordable Care Act, to protect the institutional interests of the House and to defend such act and the amendments made by such Act to other provisions of law, and any amendments to such provisions, including the provisions ensuring affordable health coverage for those with preexisting conditions.
The title directs the Office of General Counsel of the House of Representatives to represent the House in any such litigation and authorizes the Office of General Counsel to employ the services of outside counsel, including pro bono counsel, or other outside experts.

H.R. 226 – Clarity on Small Business Participation in Category Management (Rep. Velazquez – Small Business)
This bill amends the Small Business Act to require the Administrator of the Small Business Administration to provide in its small business goaling report information as to how many small businesses are participating in the “best in class” vehicles so Congress can ascertain the effectiveness of such contracting vehicles for small firms.
