Whip Emmer announces more than 300 key stakeholders support the SPEED Act

WASHINGTON – House Majority Whip Tom Emmer (R-Minn.) today announced key stakeholder support for the Standardizing Permitting and Expediting Economic Development (SPEED) Act. More than 300 organizations have voiced their support for this legislation, which creates certainty in the permitting process and spurs domestic investment in critical infrastructure, energy, and conservation. Here’s what stakeholders are saying: “On behalf of our combined industries—which supply a majority share of the energy infrastructure that powers America’s economy—we write to express strong support for H.R. 4776 the Standardizing Permitting and Expediting Economic Development (SPEED) Act. This bipartisan legislation takes critical steps to reforming a permitting system that too often chills investment, creates uncertainty, and increases costs and delays for essential energy infrastructure projects.” “We applaud the bipartisan momentum this Congress has built toward comprehensive permitting reform, including Representative Westerman and Representative Golden's leadership on the SPEED Act…Faster permitting will mean lower project costs, reduced electricity prices, and more competitive manufacturing. It will mean American technology companies can build the data centers needed to lead in artificial intelligence, and it will mean that energy developers can deliver reliable, affordable power when and where it's needed.” “Securing America's leadership in AI is fundamentally tied to energy. To out-innovate and outperform global competitors, we must build grid infrastructure that can power a new era of growth…Infrastructure permitting reform measures like many of those in @RepWesterman and @RepGolden's SPEED Act are an important first step. These reforms can accelerate critical energy projects, which helps lower development costs and boosts the affordability of power.” “The National Environmental Policy Act (NEPA) has become unnecessarily cumbersome and needs to be reformed. This legislation will help do just that, accelerating the development of critical energy infrastructure. This bill will also help ensure special interest groups cannot use the courts to stop energy infrastructure construction, which has been done in the past. We commend Congress for recognizing the need for durable permitting reform that balances environmental stewardship with economic growth.” National Asphalt Pavement Association (NAPA): “As you know, permitting and environmental-review delays impose an enormous cost burden on infrastructure delivery. For the asphalt industry — one of the core suppliers to federally funded transportation projects — these delays translate directly into cost increases, schedule uncertainty, and constrained capacity to meet community and agency needs. Beyond higher costs, permitting delays slow project timelines, disrupt planned maintenance cycles, and postpone the delivery of safe, reliable, and efficient infrastructure…We look forward to working with Congress to advance the SPEED Act and to support the development of a safe, reliable, and resilient pavement system that moves the American people and strengthens our economy.” National Association of Manufacturers (NAM): “On behalf of the National Association of Manufacturers, the largest manufacturing trade association in the United States, representing manufacturers in every industrial sector and in all 50 states, I respectfully urge you to vote ‘yes’ on H.R. 4776, the SPEED Act in order to advance reforms to our nation’s broken permitting processes, which will spur manufacturing investments and job growth here in America.” National Stone, Sand & Gravel Association (NSSGA): “NSSGA strongly endorses the SPEED Act and urges the Committee on Natural Resources and the full House of Representatives to swiftly pass this critical legislation. Thank you for your leadership in advancing common-sense permitting reform.” Steel Manufacturers Association (SMA): “The bipartisan SPEED Act is critical to reorienting NEPA toward its intended purpose. Building on recent congressional efforts and U.S. Supreme Court decisions, the legislation reaffirms NEPA as a procedural tool for considering immediate environmental impacts of agency actions. Furthermore, it sets reasonable limitations on judicial review that will preclude interminable litigation while preserving the rights of relevant parties. SMA urges Members of Congress to vote yes on the SPEED Act and support commonsense permitting reforms that allow our members to protect the environment and create jobs.” Comprehensive list of stakeholders supporting the SPEED Act: Ada County Highway District;
