Floor Schedule and Procedure:

Under a Rule (1 bill):

Begin Consideration of H.R. 1140Rights for Transportation Security Officers Act of 2020 (Rep. Thompson (MS) – Homeland Security)

This bill would enhance TSA’s security operations by applying the personnel system of Title 5 of the U.S. Code to Transportation Security Officers.

The Rule provides for one hour of general debate and makes in order the following amendments:

Gonzalez-Colon Amendment
Requires GAO to study differences in rates of pay for Transportation Security Administration employees with duty stations in the territories, Alaska, and Hawaii with those in the contiguous 48 states based on pay systems 
Rose (NY) Amendment
States that nothing in this Act shall be construed as to contradict existing law regarding terrorism including with respect to acts of terrorism that transcend national boundaries, the harboring or concealment of terrorists, or the provision of material support to terrorists.
Underwood Amendment
Ensures the DHS Secretary continues to prevent the hiring of individuals for TSA who have been convicted of a sex crime, an offense involving a minor, a crime of violence, or terrorism.
Peters Amendment
Requires a GAO report to Congress regarding TSA’s recruitment efforts, including efforts to recruit veterans, active military, and their dependents.
Brown Amendment
States the “sense of Congress” that the Transportation Security Administration’s workforce should be provided protections and benefits under Title 5 because of the critical role they play in securing the nation’s transportation systems.
Kim Amendment
Directs the TSA Administrator to engage and consult with public and private entities about concerns regarding mental health, suicide, morale, recruitment, and related personnel issues within the Federal Air Marshals.
Cisneros Amendment
Requires the DHS Secretary to prioritize the hiring of veterans, including disabled veterans, and other preference eligible individuals, including widows or widowers of veterans, for positions within the Transportation Security Administration.
Spanberger Amendment
Bans the use or installation of the Chinese-owned video app TikTok (or any successor application) on U.S. Government-issued mobile devices issued to TSA personnel.
Schrier Amendment
Requires the TSA Administrator, in coordination with the Director of Centers for Disease Control and National Institute of Allergy and Infectious Diseases to ensure that TSA employees are provided proper guidance regarding prevention and protections against coronavirus.

  1. S. 1678 – Taiwan Allies International Protection and Enhancement Initiative (TAIPEI) Act of 2019, as amended (Sen. Gardner – Foreign Affairs)

This bill expresses sense of Congress that the United States should support Taiwan in strengthening its relationships with countries around the world, and that the U.S. Trade Representative should consult with Congress on opportunities to strengthen U.S.-Taiwan trade and economic relations.
