House Amendment to the Senate Amendment to H.R. 3055 — Further Continuing Appropriations Act, 2020, and Further Health Extenders Act of 2019 (Rep. Lowey – Appropriations)

This continuing resolution extends funding for all government agencies through December 20. While earlier this year the House successfully passed 10 of 12 full year appropriations bills, due to the Senate’s inaction an extension is needed before resolving final appropriations legislation for FY 2020. The CR includes anomalies fully funding the 2020 Census for the period of the CR and providing a pay raise for troops. Division B includes a number of extensions and technical changes to current law, such as extending expiring health provisions, preventing a $7.6 billion rescission of highway funding, and assisting 9/11 widows and other victims of state sponsored terrorism.

The Rule provides for one hour of debate equally divided and controlled by the Chair and Ranking Member of the Committee on Appropriations.

  1. H.R. 5084 – Improving Corporate Governance through Diversity Act of 2019 (Rep. Meeks – Financial Services)

    This bill requires public companies to annually disclose the voluntarily, self-identified gender, race, ethnicity, and veteran status of their board of directors, nominees, and senior executive officers. The bill also requires SEC’s Office of Minority Women and Inclusion to, among other things, solicit comment on and publish best practices for compliance with diversity disclosures. Finally, this bill creates an advisory council that includes issuers and investors to advise on strategies to increase diversity and must report annually to the House Financial Services Committee.
