Floor Schedule and Procedure:

Under a Rule (1 bill):

  1. H.R. 1146 – Arctic Cultural and Coastal Plain Protection Act (Rep. Huffman – Natural Resources)

This bill repeals a provision of the Republican tax bill from last Congress, that opened the coastal plain of the Arctic National Wildlife Refuge (Arctic Refuge, or ANWR) to oil and gas development.

The Rule, which was adopted on Tuesday, provides for one hour of general debate and makes in order the following amendments:

Young Amendment (10 minutes of debate)

Conditions the bill on the Secretary of the Interior consulting with the Inupiat people, and the formal approval of the Native Village of Kaktovik.

Gosar Amendment #2 (10 minutes of debate)

Conditions the bill on DOI certifying, in consultation with DOL, that the bill will not adversely affect jobs available to Native Americans, minorities, and women.

Gosar Amendment #3 (10 minutes of debate)

Conditions the bill on DOI certifying, in consultation with the Department of Labor, that the bill will not harm Caribou herd populations.
