Floor Schedule and Procedure: Rep. Khanna House Amendment to Senate Amendment to H.R. 550 – No War Against Iran Act (Foreign Affairs) This bill clarifies that Congress has not authorized the use of military force against Iran and prohibits federal funding for any use of military force in or against Iran unless Congress has declared war or enacted a specific authorization that meets the requirements of the War Powers Resolution. This prohibition does not apply to defensive action that is consistent with the President’s constitutional authority described in the War Powers Resolution. The Rule, which was adopted on Tuesday, provides for one hour of debate equally divided and controlled by the Chair and Ranking Member of the Committee on Foreign Affairs. Rep.
