H.J.Res. 31 – Making further continuing appropriations for the Department of Homeland Security for fiscal year 2019 (Rep. Roybal-Allard – Appropriations)

The Rule provides for one hour of debate equally divided and controlled by the Chair and Ranking Member of the Committee on Appropriations.

The bill will reopen Department of Homeland Security through February 28, allowing employees to be paid and giving time to enact a full year Homeland Security bill that incorporates Democratic values and priorities.  The bill also contains a provision to expand the backpay for federal employees guaranteed by S. 24 to cover state or other federal grantees that are continuing to carry out federal programs.
