Floor Schedule and Procedure:

H.R. 3624 – Outsourcing Accountability Act of 2019 (Rep. Axne – Financial Services)

This bill would help investors, the public, and policymakers understand the true magnitude of outsourcing and offshoring American jobs by requiring public companies to include in their public, annual reports the number of employees they and their subsidiaries have in each state and foreign country.

The Rule, which was adopted on Wednesday, provides for one hour of debate and makes in order the following amendments:

Huizenga Amendment
Exempts the vast majority of public companies from the bill’s disclosure, which would then only apply to smaller reporting companies, foreign private issuers, and registered investment companies for which conflict minerals are not necessary for their manufactured products. 

Hill (AR) Amendment
Negates the bill by allowing companies to opt out of the disclosures if they believe that the information is not material information for investors.
