Whip Emmer Announces Key Stakeholder Support for Secure America Act

House Majority Whip Tom Emmer (R-Minn.) today announced key stakeholder support for S. 2, or the Secure America Act, which fully funds Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) through FY2029 and blocks Democrats’ attempts to undermine border security.

Here’s what stakeholders are saying:

Bull Moose Project:

"After four years of open borders under the Biden administration, the American people sent President Trump and congressional Republicans to Washington with a specific task: close the borders and deport those who came here illegally. Now, the Democrats' opposition to border security has given Republicans a chance to fulfill that mandate. The Secure America Act will fully fund ICE and CBP through President Trump's term and beyond, giving his administration the tools it needs to carry out the will of the American people. We encourage House Republicans to pass it without delay.”

Conservative Action Project:
“Conservatives urge House Republicans to immediately pass the budget reconciliation bill to fully fund Immigration and Customs Enforcement (ICE) and U.S. Customs and Border Protection (CBP) operations, delivering the resources our agents desperately need to secure the border, enforce our immigration laws, and protect American communities. House Republicans successfully did their jobs months ago by passing legislation to fund ICE and CBP. Senate Democrats, however, engaged in endless obstruction of this critical funding – deliberately causing the longest government shutdown in American history and playing politics with America’s national security.

Now that the Senate has finally acted, House Republicans should move swiftly this week to pass S. 2, the Secure America Act, without delay and without further modification.”

Federation for American Immigration Reform:

"Under the Biden administration, the American people were forced to endure record levels of illegal immigration and all its consequences – heightened crime in our communities, shrinking job opportunities, and higher costs of living. Passing the Secure America Act is essential to ensuring that our immigration agencies are provided with the resources they need to enforce our laws, safeguard our citizens, and remove the millions of illegal aliens still in the country. FAIR is proud to support this bill and urges its swift passage."

Heritage Action:

“America cannot have a functioning immigration system without a secure border and properly funded enforcement agencies. This reconciliation package represents an important step toward restoring operational control, supporting frontline personnel, and ensuring ICE and CBP have the tools necessary to carry out their mission. We applaud Congress and President Trump for recognizing the urgency of this moment and taking decisive action to overcome Democrat opposition. Congress should now build on that momentum through a Reconciliation 3.0 package that advances affordability, accountability, and opportunity for the American people while continuing to strengthen America at home and abroad.”

National Border Patrol Council:

“Thank you Senate Republicans for passing the Budget Reconciliation Bill last week that will give Border Patrol and ICE stable funding for the next three years.  You cannot continue to secure the border without funding, and we are already 8 months into the fiscal year with no prospect that the Democrats were willing to compromise.  It is regrettable it came to this, but we appreciate the Senators who did the right thing by voting for this legislation.  Next comes the House, and we urge all House Members to vote for the bill.  Let’s get this on the President’s desk as soon as possible!”

National Fraternal Order of Police:

“The ‘Secure America Act’ used the process of budget reconciliation to bypass the hyper-partisan gridlock that paralyzed Congress for months. The legislation will provide DHS and its law enforcement components with substantial multi-year funding to strengthen our nation's defenses against illegal immigration, transnational criminal organizations, terrorists, and other threats to our country by enhancing operational capabilities, supporting our personnel, and helping ensure that law enforcement has the resources and tools necessary to protect our communities. The FOP has spent months demanding that Congress do its job and provide the funding these agencies need to do their jobs and enforce our laws. On behalf of the more than 382,000 members of the Fraternal Order of Police, we urge the House to move swiftly to pass the ‘Secure America Act’ and send it to the President for his signature.”

NumbersUSA:

"Congress’s number one job is to protect our national security and our sovereignty.  Critical federal agencies that protect our homeland have been shut down for over 100 days. It’s time for Congress to fulfill its responsibility by passing the Secure America Act to fund our men and women and provide the resources needed to secure our border and enforce our immigration laws."

Independent Women:

“A nation cannot be secure if it cannot control its borders. Without adequate resources, even the best policies cannot be effectively enforced. The Secure America Act provides the funding necessary to restore operational control, support the men and women on the front lines of border enforcement, and strengthen America’s security posture. Congress should move quickly to send this legislation to the president’s desk. Border security is a fundamental responsibility of the government and a prerequisite for a safe, strong, and sovereign nation.”

Immigration Accountability Project Action:

“This budget reconciliation bill is focused exclusively on funding Immigration and Customs Enforcement (ICE) and Border Patrol operations – the two components that were not funded in the Department of Homeland Security (DHS) appropriations bill.  Enforcement of our immigration laws is not optional.  It is a necessity of a functioning Republic.  The men and women of ICE and the Border Patrol put their lives on the line every day to enforce the immigration laws Congress has enacted. They deserve to know that they will continue to be paid for their work.  It is time to fund immigration enforcement.”

Federal Law Enforcement Officers Association:

"Since fiscal year 2026 began more than eight months ago, the Federal Law Enforcement Officers Association has urged Congress to provide full operational funding for the Department of Homeland Security and the brave men and women working every day on the front lines to ensure our safety and security.  Protecting the homeland requires more than rhetoric.  It requires funding, stability, and a commitment to those who take the oath and stand watch on our behalf.  We applaud those in Congress who’ve never lost sight of these truths, and appreciate the leadership of Senate Majority Leader Thune, Speaker Johnson, and others in advancing S. 2, the ‘Secure America Act.’ We strongly urge the House to pass this important legislation without any further delay.”

America First Policy Institute:

“Forcing Americans to endure yet another unnecessary government funding fight while threatening their safety and security is a slap in the face to taxpayers and a dereliction of duty. Refusing to fully fund the Department of Homeland Security, including U.S. Immigration and Customs Enforcement, has devastating consequences including historic wait times at airports and increased security vulnerabilities during an already heightened threat environment. Thank you, Speaker Johnson, Leader Thune, and America First leaders in Congress for prioritizing the interests of the American people.”
