Whip Emmer touts key stakeholder support for the SCORE Act

WASHINGTON – House Majority Whip Tom Emmer (R-Minn.) today announced key stakeholder support for the Student Compensation and Opportunity through Rights and Endorsements (SCORE) Act, which creates a national Name, Image, and Likeness (NIL) framework that supports student-athletes and recenters the educational mission of college athletics. More than 100 organizations – including various universities and collegiate athletic conferences across the country – have come out in support of the legislation.

Atlantic Coast Conference:

“The SCORE Act protects the educational mission of college athletics and the ability of universities to sponsor a broad-based sports programming through a number of critical provisions, including a requirement that institutions sponsor a minimum of 16 varsity sports programs. In addition, the bill includes a prohibition on student-athletes being classified as employees, which is critical to ensure that universities in conferences of all sizes across the country have the resources to fund women’s and Olympic sports.”


Big Ten Conference:

“On behalf of the 18 member institutions of the Big Ten Conference, please accept this letter of strong support for the SCORE Act (H.R. 4312), which is the product of genuine bipartisan interest in helping to further modernize and bring long-term stability to the uniquely American treasure of college sports…Passing the SCORE Act will fortify the new paradigm of benefits and protections provided to student-athletes while also protecting the educational mission of college sports and the necessary ability to administer fair competition.”


Big 12 Conference:

“The Big 12 Conference writes to share its support for the principles included in the Student Compensation and Opportunity through Rights and Endorsement (SCORE) Act and believe this is a critical first step in confronting the issues currently plaguing collegiate athletics…While we understand that there is more work to do, we urge Congress to pass the SCORE Act now as the first step in securing the future of college sports.”


Southeastern Conference (SEC):

“As senior leaders of the sixteen members universities of the Southeastern Conference, we write to express our enthusiastic support of the Student Compensation & Opportunity Through Rights and Endorsements (SCORE) Act. The SCORE Act codifies key provisions of the historic House v. NCAA settlement that provide greatly enhanced benefits through revenue sharing with student-athletes and protecting their rights to monetize their name, image and likeness (NIL). The SCORE Act also provides the needed stability in college sports by creating a uniform, national standard for reasonable NIL regulation and eliminating the patchwork of differing state NIL laws intended to create competitive advantages for universities located within a given state.”


Coalition of 20 collegiate athletic organizations:

American East Conference:

“The S.C.O.R.E. Act thoughtfully addresses the evolving landscape of collegiate athletics by emphasizing the foundational pillars of the student-athlete experience: education, opportunity, and integrity. It offers a much-needed national framework to bring clarity and consistency to Name, Image, and Likeness (NIL) agreements. Additionally, it enhances oversight of sports agents and introduces reasonable liability protections for conferences and institutions that act in good faith to uphold eligibility and transfer rules.”


Atlantic Coast Conference Student-Athlete Advisory Committee (SAAC):

“Treating student-athletes as employees of their institutions would deprive us of these educational and professional opportunities while also undermining the success of most non-revenue sports. As representatives of student-athletes across the ACC, we ask you to take legislative action to protect college sports and prevent the designation of student-athletes as employees of their universities.”


Atlantic Sun Conference:

“As Commissioner of the Atlantic Sun Conference I am deeply invested in the future of collegiate athletics and the opportunity that it annually provides for hundreds of thousands of young people. Big South Conference:

“This bill prioritizes pillars aimed to preserve the student athlete collegiate experience in the post-House settlement era. The bill provides a national framework for Name, Image, Likeness (NIL) agreements and opportunities for student athletes, strengthens the rules and oversight of sports agents, provides conferences and universities limited liability protection, in accordance with the bill’s provisions, including when establishing and enforcing rules for transfer and eligibility. Furthermore, the Act recognizes that educational outcomes for student athletes remain the top priority for students in our conferences by asserting they remain student athletes for purposes of competing at the collegiate level.
