Whip Emmer touts key stakeholder support for CR to reopen the government after 43-day Democrat government shutdown

Ahead of the House vote to reopen the government following the Democrat shutdown, Majority Whip Tom Emmer (R-Minn.) is touting key stakeholder support for the Senate Amendment to H.R. 5371, the Continuing Appropriations and Extensions Act, 2026. Stakeholder support for the Senate-passed legislation comes in addition to countless organizations’ continued calls for a clean continuing resolution since the shutdown began.

American Airlines:

“American Airlines applauds Majority Leader Thune and both Democratic and Republican Senators who showed real leadership in reaching a compromise, which if adopted, would reopen the government. We urge the Senate and the House to pass this bill immediately, so we can restore reliability for our customers. For 40 days, federal aviation workers haven't been paid, and our customers have endured thousands of delays and cancellations due to the government shutdown. American Federation of Government Employees:

“AFGE is grateful to the Senators who fought to ensure that federal employees’ job security is not hanging in the balance while they determine spending levels. Federal employees, a third of whom are veterans, are patriotic Americans and they should never have to stand in line at food banks because Congress has refused to do its job. Delta Airlines:

Missed paychecks only increases the stress on these essential workers, many of whom are already working mandatory overtime to keep our skies safe and secure. “The National Air Traffic Controllers Association (NATCA) thanks Appropriations Chair Collins and Vice Chair Murray for their extraordinary efforts to bring this prolonged government shutdown to a conclusion. NATCA endorses their proposed solution and urges its immediate passage through the Senate and House of Representatives. Air traffic controllers and other aviation safety professionals NATCA represents will receive a second zero-dollar paycheck Monday. For this nation’s air traffic controllers, who continue working during the shutdown, missing just one full paycheck was a significant hardship as it would be for all working Americans. It is not acceptable that they have now endured a full month without pay. This is not sustainable and must end today.”


National Association of Manufacturers:

“Manufacturers commend the Senate for advancing legislation that brings us closer to reopening the government. Certainty and stability are key for our economy and for manufacturing in America.”


National Electrical Contractors Association (NECA):

“On behalf of the electrical construction industry, with more than 4,000 electrical contractors and over 500,000 skilled workers across the country, the National Electrical Contractors Association (NECA) urges the House of Representatives to act without delay and pass the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction, Veterans Affairs, and Extensions Act, 2026 (H.R. 5371). This critical legislation represents a clean continuing resolution that maintains government funding at current levels through January 30th and provides full-year appropriations for several key sectors, including military construction, an area where NECA members regularly perform essential work. National Restaurant Association:

“The retail industry serves as a barometer for the U.S. economy, and the ramifications from the shutdown have been felt by retail businesses of all types and sizes. The continuing resolution would fund the government through Jan. 31, 2026, and restore essential government services while allowing Congress and the administration to negotiate a longer-term funding solution.
