WTAS: Whip Emmer Announces Stakeholder Support for the Rescissions Act of 2025
Washington,
June 12, 2025
WASHINGTON – Today, Majority Whip Tom Emmer (R-Minn.) announced key stakeholder support for H.R. 4, the Rescissions Act of 2025, sponsored by Majority Leader Steve Scalise (R-La.), which delivers on President Trump’s mandate to cut waste, fraud, and abuse and codifies a more efficient federal government for the American people by eliminating $9.4 billion in unobligated spending. Here is what stakeholders are saying about the Rescissions Act of 2025: AMAC Action, Andy Mangione, Senior Vice President: “President Trump is doing exactly what he promised—putting the interests of hardworking Americans ahead of Washington’s broken status quo. This rescissions package targets the worst excesses of the federal budget and begins to dismantle the woke, bloated, and out-of-touch spending priorities of the past. Now it’s time for Congress to do its part. AMAC members across the country are demanding action—and they expect their representatives to answer the call.” America First Policy Institute, Greg Sindelar, Interim President and CEO: “AFPI proudly supports President Trump’s $9.4B rescissions package to save taxpayer money, fulfilling a critical promise of the America First Agenda. The package codifies DOGE cuts and eliminates wasteful spending on radical DEI and gender ideology initiatives, foreign aid, and progressive public broadcasting agencies. Congress should move swiftly to consider and accept this request.” American Principles Project: “The Trump administration is delivering on its promise to end spending on spreading woke ideology at home and abroad…This $9.4B rescissions package includes cutting funding used by PBS for trans-focused programs “Real Boy” and “Our League,” plus millions that USAID has used to promote "LGBTQI+" globally, and more. Congress must pass this to prioritize America First.” Americans for Prosperity, Brent Gardner, Chief Government Affairs Officer - KEY VOTE: “On behalf of taxpayers and AFP activists nationwide, AFP thanks the President for introducing the first wave of commonsense cost-cutting measures. It is encouraging to taxpayers and the larger economy to see Washington pursue responsible spending measures alongside the pro-growth tax policy that families and job-creators voted for last November. We all know our debt crisis wasn’t created overnight, and it isn’t going to be solved with one bill. Congress must quickly pass this package to ensure these cost savings are permanently realized for the taxpayer. Hopefully, this will be the first of many serious steps to rein in waste, fraud, and abuse and change the culture in Washington to one of fiscal responsibility and taxpayer stewardship.” Americans for Tax Reform - KEY VOTE: “This bill is likely the first of many rescissions packages we can look forward to — especially if this one is passed swiftly. When browsing through the programs and initiatives this bill scraps, one can only be appalled by the government’s contemptible use of precious taxpayer dollars…Taxpayers’ hard-earned tax dollars should not be wasted on programs like these. Not only is this kind of spending outside of the federal government’s purview, but much of it is actively harmful. We urge all members to support this important step towards limiting wasteful, woke government spending.” Catholic Vote: “The House and Senate must act quickly to pass the President’s rescissions package. It defunds left-wing programs—including PBS, which recently aired a show about a trans immigrant child forced to ‘deal with’ his Catholic family.” Club for Growth - KEY VOTE: “While there is still a long road ahead to restoring fiscal sanity, this rescissions package offers Congress a chance to show the American people it is serious about cutting wasteful spending. This is a necessary step forward and Club for Growth encourages all Members of Congress to vote YES.” Conservative Action Project: “Conservatives urge swift passage of the $9.4 billion in federal spending rescissions that the White House has submitted to the Congress. If passed, these rescissions will immediately terminate specific line items of wasteful government spending, much of it identified by the Department of Government Efficiency, better known as DOGE.” Council for Citizens Against Government Waste, Thomas A. Schatz, President: “H.R. 4 will curb nonessential expenditures, save taxpayer money, and lay the foundation for both additional rescissions and the elimination of waste, fraud, abuse, and mismanagement in the fiscal year 2026 appropriations bills. For these reasons, I urge you to vote in favor of the Rescissions Act of 2025. All votes related to this legislation will be among those considered for CCAGW’s 2025 Congressional Ratings.” Eagle Forum, Kris Ullman, President - KEY VOTE: “Congress has a historical opportunity to reign in excessive spending. The rescissions package is an excellent step in bringing fiscal responsibility and public trust back to government…The American people are sick of being overly taxed just to fund programs that do not favor the American people and are harmful for those in other countries. For these reasons, Eagle Forum will score in favor of the passage of the rescissions package. We will add this vote to our Congressional Scorecard.” Economic Policy Innovation Center (EPIC), Dr. Paul Winfree, President and CEO: “President Donald J. Trump's June rescissions package is a critical step toward restoring the country's fiscal health. By targeting unobligated funds, Congress can quickly eliminate wasteful spending, particularly through consolidation, to lock in meaningful savings…Congress should seize this opportunity and partner with President Trump to deliver meaningful change. The American people deserve a government that spends American taxpayer money prudently, and this rescission package is one way for Congress to begin doing just that.” Heritage Action, Ryan Walker Executive Vice President - KEY VOTE: “Heritage Action applauds President Trump and his administration for delivering a bold rescissions package to Congress today, unlocking a key step towards restoring fiscal sanity and reining in Washington’s reckless spending. This package, targeting $9.4 billion in woke, unnecessary government programs like USAID, NPR and PBS, underscores a commitment to delivering on the promises made to the American people to slash wasteful government spending and curb the federal deficit. Since our founding, Heritage Action has fought to cut federal funding from these institutions. We urge Congress to work swiftly with the Trump Administration to approve this rescissions package. Heritage Action will continue to hold lawmakers accountable to be proper stewards of American taxpayer dollars and deliver on President Trump’s mandate.” Independent Women’s Voice, Patrice Onwuka, Director of Independent Women’s Center for Economic Opportunity: “Spending cuts are an imperative and complement the tax cuts in the Big, Beautiful Bill. H.R. 4 delivers what we believe will be the first of many legislative installments to end wasteful, ideologically-driven spending in Washington. DOGE ripped the sheets off the insane and indefensible taxpayer-funded programs at USAID and the State Department. For years, Americans have been subject to egregious bias at NPR and the radical leftist dogma in PBS’s content. This rescission package puts an end to all of this. We urge every member of Congress to pass H.R. 4 quickly and keep up the momentum for real transformation in Washington.” National Taxpayers Union - KEY VOTE: “NTU urges all Members of Congress to vote “YES” on the first rescissions package that the second Trump Administration has sent to Congress. Eliminating these unneeded provisions would save taxpayers approximately $9.4 billion, and begin the process of locking in savings created by the Department of Government Efficiency (DOGE). It would also allow for Congress to reassert its role in the federal budget process and move away from leaving programs on autopilot for decades.” Comprehensive list of stakeholder support for H.R. 22: Advancing American Freedom, AMAC Action, America First Policy Institute, America First Works, American Principles Project, American Energy Alliance, Americans for Prosperity - KEY VOTE, Americans for Tax Reform - KEY VOTE, Catholic Vote, Citizens for Renewing America, Club for Growth - KEY VOTE, Conservative Action Project, Council for Citizens Against Government Waste, Eagle Forum - KEY VOTE, Economic Policy Innovation Center (EPIC), Family Research Council - KEY VOTE, Heritage Action - KEY VOTE, Independent Women’s Voice, Job Creators Network, National Taxpayers Union - KEY VOTE, The Conservative Caucus, Western Energy Alliance ### |
