WTAS: Whip Emmer Announces Stakeholder Support for the SAVE Act

WASHINGTON – Today, Majority Whip Tom Emmer (R-Minn.) announced key stakeholder support for H.R. 22, the Safeguard American Voter Eligibility (SAVE) Act, sponsored by Representative Chip Roy (R-Texas), which would secure our elections by requiring proof of citizenship for voter registration and the removal of non-citizens from voter rolls.

Here is what stakeholders are saying about the SAVE Act:

Advancing American Freedom, Paul Teller, Executive Vice President: “With conservative majorities and President Trump in the White House, Congress has the opportunity to secure American elections by finally passing the SAVE Act (H.R. 22 / S. 128) into law. The SAVE Act passed the House last year on a bipartisan basis, but Senator Schumer refused to bring the bill up for a vote in the Senate. The SAVE Act is basic, common sense. It requires that States obtain proof of citizenship before registering a voter in a federal election and that States remove non-citizens from existing voter rolls. There’s simply no good reason to oppose the SAVE Act. Last Congress every Republican present and five Democrats voted to pass the legislation. Again, we strongly encourage you to support the SAVE Act in its upcoming vote.”

AMAC Action, Andrew J. Mangione Jr., Senior Vice President: "The SAVE Act presents a crucial solution to this pressing issue and thwarts efforts by some to manipulate our electoral system for political gain. By amending the National Voter Registration Act (NVRA) to mandate documentary proof of U.S. citizenship and identity in person for individuals registering to vote in federal elections, your legislation reinforces the fundamental requirement that only citizens may participate in our democratic processes. Furthermore, the SAVE Act's directive for states to establish programs to remove non-citizens from existing voter rolls, coupled with granting states no-cost access to pertinent federal databases, underscores a proactive approach to safeguarding the sanctity of our elections. AMAC Action wholeheartedly supports your efforts to advance the Safeguard American Voter Eligibility (SAVE) Act. Your commitment to upholding American values and strengthening our democracy is commendable, and we stand ready to assist in any way possible to ensure the swift passage of this critical legislation.”

Center for Urban Renewal and Education (CURE): “The SAVE Act takes necessary steps to fix this problem and affirms current law by requiring proof of citizenship to vote in Federal elections. H.R. 22 requires states to establish a program to remove non-citizens from their existing voter rolls and gives them prompt, no-cost access to Federal databases with citizenship information to do so. The bill provides accommodations for disabled Americans and requires states to allow applicants to provide additional documentation to resolve discrepancies [e.g., a name change] regarding their proof of U.S. citizenship. We urge you to protect the integrity of our nation’s electoral system and the voting rights of all Americans by supporting H.R. 22, Safeguard American Voter Eligibility (SAVE) Act.”

Citizens for West Virginia Election Integrity, Ed Fisher, Founder: “The right to vote is the cornerstone of our republic. The SAVE Act guarantees that only American citizens determine our nation's future. Without citizenship verification, our elections remain vulnerable to manipulation. We urge West Virginia's representatives to support this critical legislation."

Eagle Forum, Kris Ullman, President – KEY VOTE YES: “Congress must support these efforts by affirming and enforcing federal laws preventing future illegal activity. Multiple states have found illegal immigrants on the voter rolls. In the last decade, the state of Virginia has identified 11,000 illegal aliens on their voter rolls. Recently, the state of New Jersey found 616 aliens on their rolls. This is not a small problem, but it has a simple solution. Representative Chip Roy’s SAVE Act will codify the President’s EO by requiring individuals to provide proof of citizenship when registering to vote in federal elections and allow states to access federal databases to clean up voter rolls. It simply clarifies and strengthens current law.”

Election Integrity Network, Cleta Mitchell, Chairman and Founder: “Election integrity is not a partisan issue—it’s an American issue. The SAVE Act is a necessary step in securing our elections and restoring public confidence. Voter rolls must exclude noncitizens, and election officials must be held accountable. Every legal vote must count, and every illegal vote must be stopped. Now is the time to act."

Election Integrity Network, Kerri Toloczko, Executive Vice President: “Election Integrity Network and its nationwide state coalitions are grateful to Members of Congress working to protect the rights of US citizen voters through the SAVE Act. The lack of documentary proof of citizenship requirements has made it too easy for noncitizens with state IDs, drivers licenses, college IDs and/or Social Security numbers to vote, as all states give drivers licenses to noncitizens and 19 states give them to illegal immigrants. Often lost in the discussion of preventing noncitizen voting is the hard-fought battle many citizens faced throughout history -- and in the present time -- to earn the right to vote. The right to vote for African Americans did not come until 1870 and women were not allowed to vote until 1919. Today’s lawful immigrants seeking citizenship can wait a decade and spend thousands of dollars to earn the right to vote as a legal U.S. citizen. Hard-earned votes should not be negated by unlawful ones. The SAVE Act protects election integrity, national sovereignty and the civil rights of all American citizens. We urge all Members of Congress to protect today’s voters, and honor those in the past, by passing the SAVE Act.”

Election Transparency Initiative, Ken Cuccnelli, National Chairman and Former Virginia Attorney General: “President Trump and his team should be applauded for addressing the profound lack of citizenship verification required to register and vote in federal elections. The current ‘honor system’ whereby non-citizens need only check a box promising they are citizens doesn’t cut it. Only U.S. citizens, not foreign nationals nor illegal aliens, should ever decide the outcome of our elections. We thank Speaker Johnson and Rep. Roy for putting forward this commonsense bill to protect the integrity of our elections and give legitimate citizenship verification the permanency it deserves. Republican or Democrat, every Member of the House should support this critical effort helping to safeguard the solemn right of American citizens to vote. Make no mistake, if you want non-citizens and illegal aliens to land on the voter rolls you obviously oppose it.”

Federation for American Immigration Reform: “The SAVE Act is crucial for protecting the integrity of our election system following the record flood of illegal immigration under the Biden administration. Commonsense reforms like requiring voters to prove citizenship when registering to vote and having states remove noncitizens from voter rolls will help guarantee that the millions of newly arrived illegal aliens are not able to vote in and undermine American elections. FAIR will continue to support commonsense measures like the SAVE Act and fight to ensure that Americans’ votes are not undermined by mass illegal immigration.”

Heritage Action, Ryan Walker, Executive Vice President: “Heritage Action has been at the forefront of the fight to secure our elections, and we applaud House leadership for taking common sense action to prevent noncitizens from voting in our elections. The SAVE Act is a vital and widely supported solution to combat voter fraud, addressing glaring loopholes in the electoral system while strengthening America's election security and integrity. We urge Members of Congress committed to protecting Americans’ right to vote and ensuring fair ballot counting to support the SAVE Act.”

Independent Women’s Forum, Meaghan Mobbs, Director of the Center for American Safety and Security: “In light of the overwhelming challenges posed by the border policies of the previous administration, and the imperative to safeguard our citizens' right to vote, we believe that H.R. 22 is a vital step toward ensuring the integrity of our democratic processes. Thank you, Representative Chip Roy, for prioritizing Americans and preserving their rights. We urge the U.S. House to pass this bill immediately and continue to work towards securing our borders, protecting our homeland, and putting American citizens first.”

Immigration Accountability Project, Chris Chmielenski, President: “The Immigration Accountability Project strongly supports the Safeguarding American Voter Eligibility (SAVE) Act, introduced by Rep. Chip Roy and Sen. Mike Lee. Federal agencies and state DMVs offer voter registration forms to everyone with whom they come in contact, regardless of their citizenship. That dramatically increases the chances that some of the estimated 30 million noncitizens living in the United States—including illegal aliens—will register to vote and vote in upcoming elections. The SAVE Act, which would require proof of US citizenship when registering to vote, is a common-sense solution to ensure that noncitizens are not allowed to register to vote, and thus cannot dilute the votes of American citizens.”

Georgia Secretary of State Brad Raffensperger: "Congress will bring the SAVE Act to the House floor this week, and this critical piece of legislation must pass."

Missouri Secretary of State Denny Hoskins
:
"Now is the time for Congress to pass the federal SAVE Act to ensure only citizens vote in our elections!"

Wyoming Secretary of State Chuck Gray: “As I have said previously, I am in complete and total support of the SAVE Act, which is commonsense election integrity legislation to ensure only American citizens can vote in American elections by requiring documentary proof of United States citizenship to register to vote across the country. Proof of citizenship for registering to vote is so important. Only United States citizens should be voting in American elections. Period. This is a key priority of President Trump, Speaker Johnson, Congresswoman Hageman, and of Republicans in the U.S. Congress. And I’m proud of our work in implementing these priorities in Wyoming, with the passage of House Bill 156, requiring proof of U.S. citizenship and proof of Wyoming residency to vote in all Wyoming elections. I applaud President Trump, Speaker Johnson, Congresswoman Hageman, and all Republicans in the U.S. Congress who support the SAVE ACT for continuing to push for the SAVE Act at the federal level, and look forward to its passage.”
