WTAS: Whip Emmer Announces Stakeholder Support for House Republicans’ Government Funding Plan

WASHINGTON – Majority Whip Tom Emmer (R-Minn.) today announced key stakeholder support for H.R. 1968, the Full-Year Continuing Appropriations and Extensions Act. H.R. 1968 will keep the federal government operational, support Americans, and allow President Trump to continue the work that 77 million Americans elected him to do.

Here is what stakeholders are saying about H.R. 1968:

Aeroflow Health, Casey Hite, Chief Executive Officer: “As a trusted leader in the durable medical equipment industry, we would like to express our support for H.R. 1968, the Full-Year Continuing Appropriations and Extensions Act of 2025, particularly as it pertains to the funding of Medicare and Medicaid programs. These essential programs provide critical healthcare coverage for millions of Americans, including seniors, low-income families, and individuals with disabilities. Ensuring their continued funding is a matter of both economic stability and moral responsibility.”

America First Policy Institute, Jenn Pellegrino, Senior Director of Media Affairs and Chief Spokesperson: “The only way for our economy to recover from the destructive fiscal policies of the Biden-Harris era and deliver on America First priorities is for Congress to consider and pass a clean CR before the March 14 deadline. Failing to fund the government will halt work on reconciliation, sabotage critical work the Department of Government Efficiency (DOGE) is doing to root out government waste, fraud, and abuse, and will hamstring the President’s efforts to overturn the woke and radical policies hurting Americans.”

American Exploration and Production Council, Anne Bradbury, CEO: "AXPC member companies work every day to maintain American energy dominance, and it's important that we have sound, durable, and predictable policies out of Washington - and that includes a federal government that is open and responsive. AXPC recommends a 'yes' vote on the upcoming Continuing Resolution to ensure that government stays open and can work with industry to continue American energy dominance."

American Petroleum Institute, Kristin Whitman, Senior Vice President: “U.S. energy dominance is powered by the American oil and natural gas workers who keep our nation running. API urges support for the continuing resolution."

American Road & Transportation Builders Association, David Bauer, President and CEO: Ensuring the nation’s intermodal transportation system keeps up with ever growing demands is a long-term endeavor, and we commend leaders of the House and Senate for working to provide the continuity and resources necessary to help achieve that goal. We urge all members of the House and Senate to support H.R. 1968.

American Telemedicine Association (ATA) Action, Kyle Zebley, Executive Director: “On behalf of ATA Action, the American Telemedicine Association’s affiliated trade organization, we support the Continuing Resolution (CR), particularly the provisions extending Medicare telehealth flexibilities and the Acute Hospital Care at Home Program through September 30, 2025. These essential bipartisan policies, originally implemented under President Trump's leadership in collaboration with Congress during his first term, have been instrumental in expanding access to high quality, convenient, and affordable care for millions of Americans.”

Americans for Prosperity, Brent Gardner, Chief Government Affairs Officer: “AFP is strongly urging Congress to pass the funding bill this week to keep the government open and work to deliver the solutions Americans deserve. This CR is the first step to keeping reconciliation on track and stopping the largest tax increase in history. AFP’s message is clear: Congress must put an end to political obstruction. It’s time for lawmakers to do the job they were elected to do—keep the government open and protect economic prosperity.”

Americans for Tax Reform: “Americans for Tax Reform urges members to support this clean CR. Not only is it imperative for President Trump, cabinet heads, and the Department of Government Efficiency (DOGE) to continue their important work, but averting a government shutdown will enable Congress to focus on delivering results, legislatively, to the American people through this year’s reconciliation bill. Specifically, making permanent the 2017 Trump Tax Cuts.”

Center For Urban Renewal (CURE), Star Parker, Founder; Donald T. Eason, President; and Marty Dannenfelser, VP, Government Relations and Coalitions: “House Republicans and responsible Democrats must pass H.R. 1968 to achieve meaningful reforms to government spending and our federal bureaucracy. Failure to advance this bill will only empower the ‘progressive’ majority of House Democrats to demand unnecessary increases in spending. They will also insist on legislative language to restrict President Trump’s ability to root out waste and make the federal bureaucracy leaner and more efficient. CURE’s mission is to fight poverty and restore dignity through messages of faith, freedom and personal responsibility. We promote the virtues of capitalism and the rule of law to improve our culture and reduce government dependency. H.R. 1968 will help advance these objectives; therefore, we urge you to vote for this important legislation on Tuesday, March 11.”

Conservative Action Project, Coalition of 90 Conservative Leaders: “Conservatives support President Trump’s efforts to streamline and rebuild a federal government that works for the American people. As the March 14 funding deadline approaches, we support President Trump in his efforts to pass a Continuing Resolution to September 30th and urge all conservatives in Congress to do the same. The opening days of the Trump administration have resulted in more efforts to cut wasteful spending and restrain an unfettered bureaucracy than many of us have seen in our lifetimes. It is critical that any funding deal not limit the ability of President Trump to continue this work.”

Club for Growth, Scott Parkinson, VP of Government Affairs — Key Vote YES: “The passage of this continuing resolution (CR) is necessary for the implementation of the President’s pro-growth agenda. A clean CR through September 30, 2025, will ensure that Congress and the Administration can focus on extending and expanding the Trump tax cuts, cutting wasteful spending, and delivering regulatory relief to the American people. Congress must avoid getting bogged down in a fight over who can deliver the most taxpayer resources to favored constituencies through a bloated bipartisan omnibus spending bill. Members of Congress should vote for this CR to fund the government and deliver on the promises made to voters this November. Additionally, passage of this bill will allow Congress to turn to FY2026 appropriations through regular order.”

Heritage Foundation, Dr. Kevin Roberts, President and Heritage Action, Ryan Walker, Executive Vice President: “Congress must pass a clean continuing resolution. In this particular moment, it is the best fiscal and political solution for policymakers to continue to undo the damage done by the previous administration and get results for the American people. It will not only allow President Trump to continue delivering on his historic mandate, but it will also set the stage for Congress to pass a reconciliation bill this spring and reassert itself as the primary lawmaking branch of government that our founders intended it to be. And that’s something every legislator ought to be able to support.”

Immigration Accountability Project, Chris Chmielenski, President: “Without additional funding from Congress, ICE will be unable to continue its efforts to apprehend and remove illegal aliens. The CR provides those critical resources, so the Immigration Accountability Project supports passage of the CR by the House and Senate.”

Independent Women’s Forum, Patrice Onwuka, Director of the Center for Economic Opportunity: “Independent Women supports the proposed clean continuing resolution and urges every member to vote yes. This CR is fiscally responsible and provides President Trump and Congress breathing room to make significant spending cuts while preserving core government services for Americans. Congress cannot work on other high-importance priorities for women and households such as preventing a historical tax increase at the end of the year, if there is a looming shutdown.”

Job Creators Network, Alfredo Ortiz, CEO: “All Republicans should support the House of Representatives’ clean continuing resolution to keep the government open and allow the Trump Administration to keep implementing its agenda. The CR cuts discretionary domestic spending and ignores Democratic poison pills. By passing this CR, Republicans can turn their focus to passing “one big, beautiful bill” that extends and expands the Tax Cuts and Jobs Act that small businesses and ordinary Americans depend on for their prosperity.”

The National Association of REALTORS, Shannon McGahn, Executive Vice President and Chief Advocacy Officer: “The National Association of REALTORS® urges Congress to swiftly pass the continuing resolution to ensure the reauthorization of the National Flood Insurance Program (NFIP), which NAR estimates is essential to 1,360 home sale closings daily, translating to approximately 41,300 affected monthly transactions nationwide. The federal government provides crucial assistance to property owners, sellers, and first-time homebuyers through a myriad of programs, many of which have become ingrained into the process of buying or selling a home. Disruptions to those programs will cause uncertainty in the real estate market and ultimately hurt the U.S. economy.”

National Defense Industrial Association (NDIA), Hon. David L. Norquist, President and CEO: “On behalf of the members of the National Defense Industrial Association (NDIA), we write to support passage of the Full-Year Continuing Appropriations and Extensions Act, 2025 to avoid a government shutdown. We also respectfully ask Congress to prioritize enactment of the Fiscal Year (FY) 2026 Department of Defense (DoD) Appropriations Act before the start of the next fiscal year.”

Small Business & Entrepreneurship (SBE) Council, Karen Kerrigan, President and CEO: “The legislation to fund the federal government at current discretionary spending levels through the end of the fiscal year addressing key issues in support of economic vibrancy, national security, government reform and right-sizing, telehealth flexibilities and safety-net programs will bring steadiness to governing and the legislative process. This is critical to the policy priorities of entrepreneurs and small businesses, including long-term tax relief, which must be addressed promptly to boost investment and confidence. Passing the continuing resolution through September 30 is the path to strong U.S. economic growth and competitiveness, and SBE Council urges every member of the U.S. House to vote in favor of passage.”

Tea Party Patriots Action, Jenny Beth Martin, Honorary Chairman: “On behalf of Tea Party Patriots Action and its members, supporters, and activists, I urge the Congress to pass a Continuing Resolution that funds the government at the FY 2024 levels for the duration of the fiscal year, as President Trump supports. This represents a spending freeze — and while we look forward to working with the White House and the Congress in the coming weeks and months to fashion a reconciliation bill and a long-term budget plan that works toward the balanced budget President Trump said last night he wanted to achieve, we recognize that the time and place for the budget savings necessary to achieve a balanced budget will be found in other legislation, and not in this Continuing Resolution.”
