WTAS: Whip Emmer Announces Stakeholder Support for H.R. 9747, the Continuing Appropriations and Extensions Act, 2025
Washington,
September 25, 2024
WASHINGTON – Majority Whip Tom Emmer today announced key stakeholder support for H.R. 9747, the Continuing Appropriations and Extensions Act, 2025, sponsored by House Appropriations Committee Chairman Tom Cole (OK-04). The legislation will prevent a government shutdown and provide additional funding, subject to existing funding caps and including oversight stipulations, for the U.S. Secret Service following two assassination attempts against President Trump. Here is what stakeholders are saying in response to H.R. 9747: Aerospace Industries Association, Eric Fanning, President and CEO: “AIA urges Congress to pass a continuing resolution, free of extraneous legislation, to keep key agencies of the U.S. government funded and open. Without a continuing resolution, the innovation and development necessary to protect national security and maintain functionality of air travel will be halted, causing serious disruptions. Although AIA has continually urged full-year, regular appropriations, we understand a stopgap bill is required to clear a final path forward for the 2025 fiscal year. We encourage both the House and the Senate to swiftly pass this continuing resolution and keep the government open.” American Farm Bureau Federation, Zippy Duvall, President: “Farm Bureau encourages members of Congress to come together to pass a continuing resolution (CR) to ensure critical federal programs carry on. While a CR is not ideal, it will give lawmakers additional time to develop a more permanent solution and to focus on other pressing matters, like passing a new, modernized farm bill and responding to the mounting financial and weather-related struggles America’s farmers and ranchers are facing.” National Cattlemen Beef Association, Tanner Beymer, Executive Director of Government Affairs: “This stopgap measure ensures continuation of critical programs used by cattle producers. Government shutdowns close local Farm Service Agency offices, cease publication of essential reports under Livestock Mandatory Reporting, jeopardize animal disease preparedness, and adversely impact farmers and ranchers in several additional ways. We urge Congress to adopt this Continuing Resolution and work quickly to provide rural America the certainty which can only be provided through full-year appropriations.” The American Legion, Mario Marquez, Executive Director of Government Affairs: "The American Legion urges Congress to pass the continuing resolution as a last resort to avoid a government shutdown. Swift action is required to prevent disruptive and needless impacts to our national security, servicemembers, veterans and our military families. We applaud the bipartisanship under way that could lead to a CR and encourage all members of Congress to apply that effort to pass an annual budget and provide the necessary resourcing for our government.” Association of the United States Army, Gen. Bob Brown, President and CEO: “A damaging government shutdown or long continuing resolution would have serious effects on national security and negatively impair the Total Army. The Association of the U.S. Army urges Congress to pass this measure immediately and return to the business of passing all 12 appropriations bills as quickly as possible. AUSA also asks Congress to provide additional funding for the Army, Department of Defense and Department of Veterans Affairs commensurate with the national security challenges our nation faces, and the sacrifices made by our soldiers and Army families.” National Guard Association of the United States, Maj. Gen. Francis M. McGinn, President: “Absent full-year defense appropriations…this is the best way forward. We applaud Congress for moving quickly on this." Job Creators Network, Alfredo Ortiz, CEO: “This three-month continuing resolution is a smart compromise at the right time and once again demonstrates Speaker Johnson’s strong leadership. The funding bill includes a much-needed boost for the Secret Service to ensure political leaders are protected…Shutting down the government is a futile exercise that would backfire on Republicans one month before an election. This funding timeline allows the American people and the next president to have a say in the longer-term appropriations process. In the medium- to long-term, Congress must get its fiscal house in order by returning spending to pre-Covid levels, but for the time being, this three-month CR is the best outcome for the American people.” Big “I”, Nathan Riedel, Senior Vice President of Federal Government Affairs: “The Independent Insurance Agents & Brokers of America (Big “I") supports the Continuing Resolution which extends the National Flood Insurance Program (NFIP) through December. The NFIP plays a critical role in the lives of millions of Americans.” National Association of Realtors, Kevin Sears, President: “The 1.5 million members of the National Association of REALTORS urge Congress to act quickly to extend the National Flood Insurance Program (NFIP) before its September 30th expiration…Extending the NFIP would ensure this vital program does not lapse in the middle of hurricane season or create additional challenges for residential and commercial property owners, buyers, managers, renters, and tenants.” Mortgage Bankers Association, Bob Broeksmit, President and CEO: “Our nation continues to face a housing supply and affordability crisis as well as the immediate threat this week of a major hurricane in the Southeast…The passage of this three-month CR would keep essential housing programs at the Department of Housing and Urban Development, Veterans Affairs, the Department of Agriculture running without interruption and would avoid a lapse of the NFIP, which would leave millions of Americans at risk by disrupting the purchase of flood insurance in communities across our country…MBA urges the House – and then the Senate – to pass this temporary, but critical funding package to ensure the continuity of critical government programs and operations that support single-family and multifamily housing markets and consumers.” National Association of Home Builders, Lake Coulson, SVP of Government Affairs and Chief Lobbyist: “On behalf of the more than 140,000 members of the National Association of Home Builders (NAHB), I am writing in support of H.R. 9747, the Continuing Appropriations and Extensions Act, 2025 that would continue to fund operations of the federal government including the extension of the National Flood Insurance Program (NFIP) until December 20… NAHB calls upon the House to act quickly to continue to fund the operations of the federal government including the NFIP.” Comprehensive list of stakeholders supporting H.R. 9747: Aerospace Industries Association; American Farm Bureau Federation; American Property Casualty Insurance Association; Americans for Limited Government; Association of the United States Army; Big “I”; Job Creators Network; Mortgage Bankers Association; National Association of Home Builders; National Association of Realtors; National Cattlemen Beef Association; National Guard Association of the United States; The American Legion ### |
