Third-Ranking Post in Democratic Majority House of Representatives

WASHINGTON, DC - The House Democratic Caucus today elected a new majority leadership team for 110th Congress. Outgoing House Democratic Caucus Chairman James E. Clyburn today made the following remarks after his colleagues elected him Majority Whip, third-ranking Democrat in the House of Representatives:

"Last Tuesday marked a season of change in America. Today the Democratic Caucus selected the team that will guide that change through the next two years.

"This occasion reminds me of a verse from Ecclesiastes, ‘For everything there is a season, and a time for every matter under heaven (Ecclesiastes 3:1).' He tells us there is, ‘a time to throw away stones, and a time to gather stones together.' We had a spirited intra-party election here today, but the Caucus has chosen its new leaders and I believe it is time to gather together. It is time to start sowing seeds of cooperation and bi-partisanship.

"One of our greatest challenges ahead is the war in Iraq. Ecclesiastes says there is, ‘a time to break down, and a time to build up; a time for war, and a time for peace.' We look forward to working with the recommendations of the Baker-Hamilton Commission, and putting an effective strategy in place to stand up the Iraqi government and military and begin a successful redeployment of our troops.

"We also face the challenge of our dependence on foreign oil. Ecclesiastes tells us there is, ‘a time to plant, and a time to pluck up what is planted.' America quite literally needs to grow our own energy independence-home-grown, American-owned energy alternatives like biofuels.

"Ecclesiastes reminds us there is, ‘a time to keep silence, and a time to speak.' We will speak out on behalf of America's families: we will raise the minimum wage for the first time in almost ten years, we will make college tuition tax deductible, we will cut the interest rates on student loans, we will allow the government to negotiate for lower prescription drug prices, and we will protect Social Security from privatization.

"The verses of Ecclesiastes may be ancient, but they are especially appropriate today. This is a season of change in Washington. It is time for us to be thoughtful of all things under heaven as we begin the transition into the new Congress. We hear America's call for change and desire for trust and accountability in their government. We stand ready to work with the President and the Republicans in Congress to become a more responsive and responsible government for all Americans."
