Floor Schedule and Procedure:

H.R. 1836 – Guard and Reserve GI Bill Parity Act of 2021 (Rep. Levin (CA) – Veterans’ Affairs)

H.R. 1836, as amended, would provide parity for accrual of active-duty service credit for GI Bill eligibility for Guard and Reservists.  This means ‘every-day-in-uniform' counts the same for GI Bill eligibility for guard and reservists.  When national guard or reservists preform the same duties as their active-duty counterparts, they should receive the same benefits.  That means when these individuals are called to serve in response to a public health emergency like COVID-19, at our border, their required drill days, or responding to the January 6 insurrection – there should be no question that they are earning their education benefits. Members of the guard and reserve serve in every corner of the country and reside in every Congressional district.

The Rule, which was adopted on Tuesday, provides for one hour of general debate equally divided and controlled by the Chair and Ranking Member of the Committee on Veterans’ Affairs and makes in order the following amendments:

Ross/Gonzalez-Colon Amendment

Requires the VA to inform new veterans of the medical care and services for which they are eligible, including community care under the MISSION Act; mental health care, including the Veterans Crisis Line; care relating to military sexual trauma; and any other information the Secretary deems appropriate.

Moore (AL) Amendment

This substitute replaces the base text of the bill with a reduced benefit which only covers select mission days, but no active-duty or inactive duty training days, which are essential to military readiness.  Uses the same IRRRL rate pay-for as HR 1836 as amended.
