Consideration of the Build Back Better Act

This bill, the second critical component of President Biden’s Build Back Better agenda, is a historic and transformative investment in American workers, families, and children.

 

This bill includes funding for affordable child care and universal preschool, extends the expanded Child Tax Credit, provides for greater access to high-quality affordable health care by closing the Medicaid coverage gap and extending enhanced Affordable Care Act premium tax credits, and lowers the cost of prescription drugs by allowing Medicare to negotiate drug pricing. The bill expands Medicare to cover the cost of hearing, extends the expanded Earned Income Tax Credit to support millions of low-wage workers, and provides four weeks of paid family and medical leave. The bill also makes historic investments to combat climate change, makes housing more affordable, and provides work authorization and protection from deportation for immigrants who have been building lives in our country and contributing to their communities for over a decade.

 

This bill is fully paid for by ensuring that large corporations and the highest income Americans pay their fair share of taxes. The bill includes a 15% corporate minimum tax on large corporations, a 1% surcharge on corporate stock buybacks, a surtax on multi-millionaires and billionaires, and funding for IRS enforcement. The bill does not raise taxes on small businesses or anyone making less than $400,000 per year.

Complete Consideration of the Senate Amendment to H.R. 3684 – Infrastructure Investment and Jobs Act (Rep. DeFazio – Transportation and Infrastructure)

This bipartisan legislation includes $550 billion in new federal investment in our nation's infrastructure and a 5-year reauthorization of the Surface Transportation programs.

 

The infrastructure funded by this bill includes roads, bridges, transit, passenger and freight rail, electric vehicle charging stations, electric school buses, reconnecting communities harmed by previous highway projects, airports, ports, clean drinking water, including to replace lead service lines and PFAS, wastewater, energy, environmental remediation, and high-speed internet.  In addition to promoting economic growth, this package is a critical step to combat climate change, increase resilience, and advance environmental justice.
