H.R. 5430 – United States-Mexico-Canada Agreement Implementation Act (Rep. Hoyer – Ways and Means)

This bill implements the U.S.-Mexico-Canada Agreement (USMCA), which will replace the North American Free Trade Agreement (NAFTA). The new agreement includes significant improvements negotiated by House Democrats with respect to labor, the environment, access to medicines, and enforcement.

H.R. 5377 – Restoring Tax Fairness for States and Localities Act (Rep. Suozzi – Ways and Means)

This bill would suspend the $10,000 cap on the itemized deduction for state and local taxes (SALT) passed in 2017 in the Republican tax law.  The legislation increases the cap for married couples filing jointly to $20,000 in 2019 and suspends the cap entirely for years 2020 and 2021.  It also provides tax relief to teachers and first responders.  The restoration of the SALT deduction and the tax relief for teachers and first responders in H.R. 5377 are both fully paid for by restoring the top tax rate to its pre-2017 level.
