Begin Consideration of H.R. 6395 – William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Rep. Smith (WA) – Armed Services)

This bill authorizes $732 billion in discretionary spending for our national defense to maintain military readiness, enhance capabilities, and prioritize technological security.  This legislation also complies with the bipartisan budget agreement. It authorizes a 3.0% military pay raise and protects military communities from PFAS.  The bill includes targeted provisions to address the covid pandemic, authorizing $1 billion for a Pandemic Preparedness and Resilience National Security Fund. It also authorizes additional funding to support research to respond to the climate emergency and would enable progress toward the closure of Guantanamo Bay.

The Rule provides for one hour of general debate equally divided and controlled by the Chair and Ranking Member of the Committee on Armed Services. The Rule makes in order 407 amendments and allows for amendments to be offered en bloc. A full list of amendments can be found here.

As a reminder, amendments this week will not be considered in the Committee of the Whole but rather before the full House.
